Article 1 ACADEMIC POLICIES

Section 1. ADMISSION REQUIREMENTS

All qualified SHS students may be admitted to Colegio de San Francisco Javier of Rizal, Zambo del Norte. Inc. regardless of gender, religion, race, and ethnicity.

1. Procedure of Enrollment

Step 1. The student verifies his/her eligibility to enroll from the Registrar's office. Upon verification and decision on the course and program the student is interested to enroll, he/she is given an advising form by the registrar after submitting the following requirements:

a. Freshmen:
1. Original SHS Report Card (Form 138)
2. Original Good Moral/Good Conduct Certificate
3. Original BEEA (Basic Education Exit Assessment) Result
4. Photocopy of SHS Diploma
5. Photocopy of PSA-Birth Certificate
6. Photocopy of LCR/CCR-Birth Certificate
7. Photocopy of PSA-Marriage Certificate (for Married Women)
8. Photocopy LCR/CCR-PSA-Marriage Certificate (if entry data on the certificate is readable)
9. Long Brown Envelope (1 pc.)
10. 2x2 or Passport Size Picture (1pc)

b. ALS/AE PASSERS:
1. Original Certificate of Rating (Accreditation and Equivalent Test)
2. Original Good Moral/Good Conduct Certificate
3. Original Schools Division Certificate (Enclosure No. 1 to DepEd Order No. 027, s. 2018)
4. Photocopy of Diploma in Secondary Education Equivalency

Step 2. The student presents his/her advising form to the Program Head for advice and fills out the enrollment form and secures Program Head's signature.

Step 3. The student secures the signatures of the following:

a. Guidance Counselor
b. Students Affairs and Services Coordinator
1. Student Government Fee
2. Department Fee
c. School Nurse
d. Librarian
e. HEMIS In-charge
g. Registrar

Step 4 The student proceeds to the Accounting Office for:

a. Assessment
b. Payment
c. Validation

Step 5. The student collects his/her class cards from the Registrar's office.

2. Shifting of Courses, Adding, or Dropping of Subjects

Shifting of courses, adding or dropping of subjects shall be made within the first two weeks of each semester using the prescribed forms.

3. Cross Enrolment

The term 'cross enrolment' refers to simultaneous enrolments in two schools No simultaneous enrolment in two schools is allowed except for graduating students with the consultation with the Program Head and the recommendation of the Vice- President for Academics and approved by the School Registrar In case of NSTP, students may cross enroll when they choose another component of this program Violation of this rule may cancel the student's credit for work done in another school.

4. Permit to Study

A permit to study is a certification issued by the Registrar allowing a student to enroll to a specified course/s during a specific term in another school without categorizing the student as a transferee. This is only issued during summer.

5. Withdrawal of Enrollment

A student is allowed to withdraw his/her enrollment only two weeks after enrollment ends or within the first two weeks of classes of the term. He/She should file an Enrollment Withdrawal Form at the Registrar's office to make it official and his/her account or financial obligation for the said term will be expunged. He/She is then entitled to receive a refund for the amount he/she paid in advance except the Registration Fee Failure to file the said form means he/she has to pay for his/her whole term's account.

Section 2. RETENTION.The school policy is open admission but selective retention.

The following cases may subject the students for dismissal:

1. Truancy
2. Students who habitually engage in prohibited activities but not limited to the following:
a. Gambling
b. Substance Abuse
c. Fraternities/Sororities/Gangs
d. Vandalism
e. Public Display of Intimacy

Section 3. EXIT PROGRAM (after retention)

1. Only those who have fully completed all academic and financial requirements as well as the holy retreat are allowed to join the commencement exercises and ceremony.

2. Those who are deficient in one, two or three subjects are advised to finish it during the summer session but are not allowed to join the commencement exercises and ceremony. They will be declared graduates after completing their deficiencies and they must join the next commencement exercises and ceremony.

3. Students who are eligible for graduation should be recommended by their Program Head to be approved by the Registrar and the Vice-President for Academic Affairs.

Section 4. ATTENDANCE IN CLASSES

Students are expected to attend classes in which they are enrolled. Students are required to make up for work not covered during their absences.

1. A limited number of absences are permitted but not exceeding the following:
1.1. Ten absences for each three-unit subject three times a week session.
1.2. Seven absences for a three-unit subject two times a week session.
1.3 Seven absences for a two-unit or 1.5 unit subject
1.4 For subjects with a four, five or six-unit credit including laboratory subjects, the allowed number of absences is six only. Those who exceed the above are drop from the subject.
2. Tardiness may be counted as an absence. Students are given an extension fifteen minutes. Three lates are equivalent to one day absence.

Section 5. EXAMINATIONS

1. Major Examinations.

Besides quizzes and tests, regular comprehensive or major examinations are given; prelim, mid-term, semi-final, and final examinations. Oral exams may be given at the discretion of the teacher. No student can take the first three examinations without an examination permit card while the final examination requires a clearance slip wherein a student is given a final examination permit from the Accounting Office.

2.Special Examinations.

Special examinations are given only to special cases like ailment with a Justified medical certificate.

Section 6. GRADING SYSTEM

2. Descriptive Equivalents

Exceptional   A student demonstrates exceptional skill and aptitude for the subject area.

Excellent   A student demonstrates positive outcomes and mastery of the subject area's concepts and skills.

Superior    A student demonstrates broad competence in dealing with the subject area's tasks.

Above Average   A student is consistent in performing satisfactorily at all times.

Average   A student fairly performs what are expected of him.

Cut-Off Point   80% is given to students who have the potential to perform but fail to accomplish tasks.

Needs Guidance   Refer to students whose academic performance is affected by factors beyond their control and who can rectify and improve themselves if provided scaffolding by the teacher with the parents.

Passing Mark  A passing mark earns for the student the subject's unit equivalent and does not require reenrolling the subject.

Failed   The student's unit equivalent for the subject is zero (0) and requires reenrollment of the subject.

Reenroll   Is indicated in the grade sheet remarks for students who have never attended any dass session thus, have not performed any task nor submitted any output.

3. Time Frame for Makeup

Students are given the chance to make up for tasks they have not performed or submitted on allotted time until the final grading period within the semester.

4. Requirements for Makeup

Are based on the subject's learning outcomes and required learning competences.

5. Requirement for No Grade Compliance

Should be related to the objectives and required competences of the subject Ready-to-buy projects should be discouraged.

Section 7. SCHOLASTIC RESPONSIBILITY AND PROMOTION

1. Scholastic Responsibility.Students enrolled in collage for credit and for a degree must achieve high academic performance.

2. Promotion.It is the responsibility of the student to ascertain his/her academic standing at the end of each semester/school term as evaluated by the respective Program Heads. To be promoted or readmitted, the student must at least have an average scholastic standing. Courses that require board examinations like education and social work, students must not have a grade lower than 80% in all the major subjects enrolled. Those who get grades lower than 80% are advised to shift to another course or retake the subject.

Section 8. ACADEMIC HONORS AND AWARDS

Academic, as well as non-academic honors, are awarded to students who have distinguished themselves.

1. Dean's Lister

A quality point average of 93% with no grades below 90% in all subjects of not less than 18 academic units. This will be announced and awarded the following semester at an assembly of college students where a citation award will be given.

2. Outstanding Graduate Award

a. The Outstanding Graduate Award is given at graduation exercises to an Honor graduate with the corresponding classifications:

Summa cum Laude  =  98.000%-100%
Magna cum Laude  =  95.000%-97.999%
Cum Laude  =  90.000%-94.999%

b. In case of candidates for the titles, certification, and diploma, the English equivalent of "With Highest Honors", "With High Honors" and "With Honors are used respectively.

c. To qualify for the Outstanding Graduate Award:

c.1. Student must have studied at least for three (3) consecutive years as residence requirement and completed at Colegio de San Francisco Javier of Rizal, Zambo del Norte, Inc.

c.2. Has no grade lower than 90% in all subjects.

c.3. Must have carried a load of not less than 18 academic units per semester or 9 units of major subjects per summer.

c.4. Non-academic subjects are not included in the computation of the GPA specifically field studies or instructions, on-the job training. internship/practicum, and evaluation of competencies.

c.5. Not involved in any administrative or criminal case in and outside the school.

3. Loyalty Award

Loyalty award is given to a graduate who has completed high school and college at Colegio de San Francisco Javier of Rizal, Zamboanga del Norte, Inc. A certificate and a medal are given to the awardee.

4. Special Academic Award

This is given to a graduate who has shown exemplary class performance in a distinct subject or in specialized skill areas.

5. Extra and Co-Curricular Awards

These awards are intended to give recognition to students who have shown exemplary skills and leadership that are instrumental and contributory to the attainment of the mission and objectives of the school, particularly in community service.

Section 9. ACADEMIC REGALIA

1. Academic Regalia

The academic regalia of a graduating student consists of a gown, a hood, and a mortarboard with a tassel. These are to be wom by the candidates for graduation and the academic faculty during academic processions commencement exercises and other academic activities.

a.The gown.   The prescribed gown is dark blue which symbolizes the official college color, loose robe, hemline below the knee.

b. The hood.  The hood is an extended combination of collar and cape which is worn over the gown around the neck. The color of the bands attached to depends on the academic course pursued by the candidate.

c. The mortarboard.  The mortarboard has a colored tassel attached to it depending on the course.

d. The color of the bands   attached to the tassel and hood should strictly follow the following departmental colors:

College of Teacher Education   -  Blue

College of Business Management Education   -  Golden Yellow

College of Social Work and Development Studies   -  Red

College of Computer Studies   -  Orange

College of Hospitality Management   -  Apple Green

Section 10. SCHOLARSHIPS

1. Scholastic Achievement Scholarship

a. This is a scholarship program granted to First Year College Entrants who are SHS Valedictorians, Salutatorians, and Top Three with Honors provided that they come from a graduating class of at least 100 students.

1) 100% Tuition Discount-with Highest Honors

2) 75% Tuition Discount-with High Honors

3) 50% Tuition Discount-Top Three (3) with Honors

b. The privilege may be extended to the second semester and subsequent semesters if a student maintains the required grades with a minimum load of not less than 21 units. (Must be consistent to the provisions under Article 1, Section 9 of this Handbook.)

c. Scholastic Achievement Scholarship may be automatically transferred to higher or lower privileges or canceled depending on the grades earned each semester. The said scholarship is applicable only to the regular semester and therefore summer class is not included in the program.

2. Academic Scholarship

a. A student who graduated "Cum Laude" or "With Honors" or better in CSFJRZNI or from another school but is enrolling to another course at CSFJRZNI can avail of a 100% discount each semester as long as he/she maintains a general average grade not less than 93% with no grades lower than 90% in all subjects and carries a regular academic load not less than 21 units.

b. Students with existing non-academic scholarships other than employees' privilege who are dean's listers can also avail of academic discount on tuition fees. Any excess payment from their non-academic scholarship can be availed of in the last term of their studies.

3. School Service Scholarship

a. This scholarship program is granted to poor but deserving college students, preferably Catholics, who are interested to study and at the same lime willing to serve the school. Students accepted in this program have passed the application and aspirancy period, completely filled up the Application and Contract of Commitment and signed between the student and supervisor of the program and is given a full tuition fee discount.

b. Admission policies and procedures refer to the approved Service Scholarship Guidelines at the supervisor's office.

4. Faculty and Staff Privileges

In recognition to the services rendered and loyalty shown by the faculty members and staff of CSFJRZNI, full time faculty members and staff enjoy the following:

a. Regular teachers and employees who want to enroll at CSFJRZNI are given full scholarship on courses aligned to his/her field of specialization which are required by DepEd, CHED, and TESDA in support to the accreditation requirement of the said national agencies.

b. The same privilege shall be given to a legal spouse or a child of regular teachers and employees of the school who want to enroll in any programs or courses for a 75% tuition fee discount.

c. One legal sibling of regular employees can avail of 50% tuition fee discount regardless of position.

d. 75% tuition fee discount is granted to a scholar of heads of offices or Program Heads, or Vice Presidents.

e. Members of the Clergy can avail of one scholarship with 100% tuition fee discount within diocesan schools.

f. An employee can avail of only one scholarship above.

5. Application for the privilege shall be filed in the office of the Vice-President for Academic Affairs for assessment and approved by the Vice-President for Administration. Application should be made every first month of every semester. No application will automatically forfeit the privilege.

6. All beneficiaries of the program should have a general average grade of 85% or more with no grades below 83% in any subject. Failing grades in any subject enrolled by the beneficiary will automatically cancel the benefit the following semester. Photocopy of grades is needed to justify the scholarship.

7. Tertiary Education Subsidy

In recognizing the value and importance of education as an essential factor in the formation and development of the young Filipinos and Citizens of the country, Colegio de San Francisco Javier of Rizal, Zamboanga del Norte, Inc. is partnering with the Commission on Higher Education (CHED) and Unified Student Financial Assistance System for Tertiary Education (UniFast) to support the cost of tertiary education among students who shall enroll in undergraduate- post-secondary programs of SUCs, LUCs, private HEls, and all TVIs.

I. The TES shall be administered by the UniFast Board and the amount necessary to fund the TES shall be included in the budgets of the CHED and TESDA provided that prioritization shall be given to students in the following order:

1. Students who are part of households included in the LISTAHANAN 2.0

2. Students not part of the LISTAHANAN 2.0 but ranked according to estimated per capital household income based on submitted documentation and proof of income to be determined by the UniFast board.

II. The program shall prioritized the poorest tertiary education students and ensure access to students in underserved communities. The school, in order to maintain the quality education as required by CHED the qualified beneficiaries/ applicant who want to enroll and finish any baccalaureate shall then commit to grant to the qualified recipient the following:

1. A grantee shall have to enroll in the academic year with the following requirements:

a. Not less than 18 units for academic subjects per semester for non- graduating students;

b. 18 units and below for graduating students;

c. Students shall follow the units required per prospectus per semester

d. Summer class is not included in the TES coverage.

2. Since the program is a subsidy, the qualified recipient shall then commit himself/herself to observe and carry out the following:

a. Maintain a general average rating of at least 80% per term and not lower than 75% grade per subject;

b. Submit to the school's focal person their handbook with grades in the grading sheet;

c. Undergo evaluation of the program by the focal at the end of every term to assess his/her scholastic progress; and

d. The school shall have the right to retain and expel the students who are not qualified to the subsidy upon assessing the qualification of each grantee.

III. Eligibility Requirements

1. Applicant should be enrolled in the current academic year.

2. Must have no failing grades in any of his/her subjects and at least 80% general average grade.

3. Must be poor but deserving student.

4. Must be mentally and physically sound to pursue college education.

5. Must be willing to render service to the school and participate in trainings and activities for growth and development designed by the program or the school.

6. Must be willing to bind himself/herself to the policies and regulations of the program and school.

IV.Requirements for New Applicants (1 copy only)

1. Must be enrolled in the current academic year to be a qualified grantee

2. Fill up the student profile form

3. Barangay Certification of Low Income or Indigency of Parents/Guardian (submit only once)

4. Barangay Certification of Residency

5. Assessment of Fees

VI.Application, Screening, and Enrolment Procedure

1. The application is of "first come and first serve" basis;

2. Applicant shall personally apply to the focal person; and

3. After completing the screening, he/she shall undertake proper orientation with the parents or legal guardian about the program before the official approval of application, signing of contract of commitment and enrolment.

VII.Duration of the Grant

1. The duration of the subsidy is 1 year term subject for reapplication per opening of the school year.

2. Qualified recipient should finish his/her chosen course within four (4) years of study.

VIII.Suspension and Termination of the Grant

The grounds for suspension or termination of the scholarship shall comprise but not limited to the following:

1. Lack of academic performance;

a. Recurring absences from classes,

b. Failure to maintain a general average grade of at least 80% per term, and

c. Having failing or below 80% grade in any of his/her enrolled subjects.

2. Falsification of grades and other documents; and

3. Negative attitudes and behaviors or other activities and conditions the office deems harmful to the overall subsidy program.

IX. Disbursement of the Fund

The focal person shall post to a space accessible to the public within the school the lists of accepted grantees. The grantees shall then submit to the focal person the following before he/she may receive the subsidy:

1. Validated school ID of the student/grantee;

2. Must sign in the MOA between the TES and the student/grantee;

3. If the student/grantee could not in any instance be able to sign or the student/grantee is not physically present at all means, he/she appoints his/her parents/guardian as a recipient of the subsidy provided he/she should give a notarized special power of attorney; and

4. At the time of disbursing, the student grantee together with his/her parents shall be present and should sign the 3 sets of payroll.

X. Screening and Program Monitoring Committee

2. Duties and Responsibilities:

a. Monitors and evaluates the program implementation;

b. Formulates and/or revises policies and regulations for the effective implementation of the scholarship program subject to the approval of the administration;

c. Sets criteria and qualifications of applicants;

d. Conducts the screening and assessment of applicants;

e. Conducts regular supervision of the scholastic and service performance of grantees;

f. Conducts evaluation of the performance of grantees every end of a term;

g. Recommends and/or approves new application or re-application;

h. Recommends and/or decides the suspension or termination of the grantee who violated any program or school policy or regulation; and

i. Designs/initiates programs and activities for growth and development of grantees such as but not limited to spiritual and values formation, personality and social development, leadership trainings, community and environmental endeavours.
